دیپلماسی آب‌های فرامرزی و نظام بین‌الملل

بحران آب مهم ترین بحران کشور در سال های آتی خواهد بود و بدون تردید تهدیدات قابل توجه محیط زیستی، اقتصادی، اجتماعی و حتی امنیتی به دنبال خواهد داشت. دیپلماسی و سیاست خارجی باید برای مقابله با این بحران و کمک به حل معضلات ناشی از آن سهم خود را ادا نماید، و به همین جهت است که امروزه «دیپلماسی آب» بیش از گذشته در سیاست خارجی غالب کشورها، از جمله جمهوری اسلامی ایران، جایگاه پیدا کرده است. دیپلماسی آب‌های فرامرزی تنها بخشی از دیپلماسی آب و البته بخش قابل توجهی از آن است. انتقال آب، کشت فراسرزمینی، آب مجازی، تجربیات بین‌المللی مربوط به بهینه‌سازی مصرف آب و ... از دیگر ابعاد و جنبه‌های دیپلماسی آب است که در انتهای این کتاب مختصرا ذکری از آنها رفته‌است و ان‌شاالله در آینده به آنها نیز با تفصیل پرداخته خواهد شد.

The water crisis will be the country's most important crisis in the years ahead, and it will undoubtedly bring significant environmental, economic, social, and even security threats. Diplomacy and foreign policy must play their part in confronting this crisis and helping to resolve the problems that arise from it — which is why “water diplomacy” has today taken a larger place in the foreign policy of most countries, including the Islamic Republic of Iran, than in the past. Transboundary water diplomacy is only one part of water diplomacy, though a substantial part. Water transfer, overseas cultivation, virtual water, international experience in optimizing water use, and so on are among the other dimensions of water diplomacy mentioned briefly at the end of this book and, God willing, to be treated at greater length in the future.
