Starting from a challenge to conventional thinking about water management, this book sets out the character of complex water-management problems and a new method for addressing them — a water-diplomacy framework based on complexity theory and non-zero-sum negotiation theory. It introduces stakeholder representation, joint fact-finding and scenario planning, value creation, informal problem mediation and consensus-seeking, adaptive learning, and collaborative adaptive management, together with related practice cases. It also provides teaching materials for a simulation negotiation role-play using the water-diplomacy framework.
